I want to create a torrent. I use Azureus. I do not understand who is the tracker? Is it 'useekfile.com' or will it be the embedded Azureus tracker?

I have a Static IP and just need someone to host my torrents. Please give me a detailed explanation. I looked it up in the Azureus user guide but am very confused.
